It’s settled, just like Dred Scott!
The ability to recall federal officers, likewise, will have to be enacted via a constitutional amendment. Yes, for now, the court decision in the Frank Church case gets quoted in every attempt to recall a senator, so it is in fact settled law.
By the way, I support an amendment to permit recall of federal officers.
