So, the logic being:

If someone in the government wants to do something beneficial to the country, and it benefits them, it mustn’t be done.

If someone in the government decides to do something to benefit the country, and later figures out a way that it might benefit him, he has to cancel it - but wouldn’t be allowed to cancel it.
