That is exactly correct and has been suggested in this forum many times. In naming (while actually not naming) the whistleblower, Paul is grandstanding without actually having grandstanded. He wants a participation trophy having not participated.

It may go a bit deeper than just attention for himself. If the whistle blower’s name makes it into the hearing would it not then be quoted in the press? Open’s a whole can of worms, or maybe can of snakes.
