I have a friend who works for FEMA in DC. He was part of the Puerto Rico efforts.
The bottom line: FEMA does not do your disaster planning....they are there to help supplement whatever disaster plans you have.
The problem with New Orleans and Puerto Rico is that they did not have proper disaster plans (that costs money that could go into politicians’ pockets).
So, those places were totally unprepared for a disaster. FEMA could not do it for them, but took the blame because our media and Democrats are disgusting LIARS.
All true - I was (still am) on the MS Gulf Coast during Katrina and as LA was looting and shooting at relief helicopters, we were rolling up our sleeves and cleaning things up enough to facilitate rebuilding...
PS: They had FEMA reps doing classes (coaching) on how to get some “free” money by claiming hard-to-prove/disprove situations.
