They didn't do it because the full House never voted for impeachment, so Trump was free to shred any letters requesting (not subpoenas) to testify.

They ahd their change after the full House did vote, and the impeachment moved to the Judiciary Committee (JC), where it should have been in the first place. However, the JC didn't call any fact witness, just the four alleged constitutional scholars. There were no subpoenas issued by the JC.
