The House had the authority to subpoena witnesses after the full House finally took the vote to authorize the inquiry.
But they chose not to do so because it would certainly go to court, and they wanted the have President Trump impeached by Christmas.

But the basis of the obstruction charge is from the President not responding to the subpoenas from before the House vote. The House cannot now issue subpoenas and still keep the obstruction charge from before.
Nor can they ask the Senate to call the witnesses the House wasn't legally authorized to call, just to keep their charge. The article of impeachment must be thrown out, and the House must be forced to do it over, properly, if they still want witnesses.

Actually, they wanted Trump impeached on the exact same day that Clinton was. Nothing to do with Christmas. Just shows you how sick the rat party is.
