Here’s the bill. It refers to making threats of bodily harm or to kill. I hardly think that is equivalent to taking away free speech.

As I read it, all the bill does is establish jurisdiction in Richmond for threats against the state-wide office holders who work in Richmond. Other threats are tried in the victim’s local jurisdiction. This computer threat law has been on the books since 2000, a GOP bill.
