I think he has threatened Northam. He tweeted his displeasure with the Gov today and echoed concerns with his behavior. If they try to do at Charlottesville it very much becomes the POTUS business.

I did not think about the President’s statement from that point of view. Northam could take it as a threat about his leadership and behavior.
