The Shah, Khadaffi and Saddam, in a way stabilized things in the Middle East through that ruthlessness. Kahdaffi settled down after Reagan bombed Libya. Saddam made Iraq powerful enough to oppose Iran. The Shah made Iran somewhat western leaning.
