Perhaps the downing was executed prematurely, before the aircraft had travelled far enough to be able to blame the shoot-down on the US.

Because the Iranian government didn't think their SAM launchers were run by complete idiots.
Iran warned Iraq and Finland of the attack several hours in advance, they warned the U.S. All U.S. personnel had several hours to get themselves and vital equipment out of the way.
If Iran did not give warning and was really trying to kill people, any U.S. retaliation would have been several hours away, not instantaneously.
