What is the basis for their concern?
I ran my gas-powered pressure-washer for two hours yesterday, here in the SF Bay Area. I do that every new year to clean the exterior stucco and concrete walkways. No way am I going to stop using gasoline-powered tools. Someone ought to take a chainsaw to these state legislators (gasoline-powered of course).

Frank ODonnell, then-executive director of the Clean Air Trust, called talk of regulating lawn mowers crazed propaganda.
Today, however, EPA openly seeks to set pollution standards for lawn mowers that would supposedly cut smog-causing emissions 35 percent. As for Mr. ODonnell, hes now president of Clean Air Watch where hes working hard to carry out that crazed propaganda.

Can’t they use little whisk brooms in place of leaf blowers?
Actually, I expected the ban DECADES AGO considering how much they pollute (which is much, much, worse than a car), but I guess the lobby there was strong enough to prevent it...not to mention that banning these don’t necessary advance Social Justice, part of the reason for their regulations (I heard that first-hand, many years ago there, from one of the top regulators - that’s how bad things were in California, even back then).
As it is, most of the 2-cycle engines can now be replaced with Lithium Ion batteries, and have equal performance. So, for homeowners, it’s not really a big deal.
However, this will be a total pain in the butt for gardeners, as they’ll have to buy a bunch of batteries and figure out how to keep recharging them. But on the bright side, for them, they won’t have to deal with cleaning out, or replace, carburetors. They’ll quickly figure that out and appreciate it.
For 4-cycle engines (pretty much only lawn mowers/tractors have to be 4-cycle)...I haven’t researched that yet, but while they pollute less, they still pollute far more than a car, unless they have a catalytic converter on their exhaust. I also don’t know the plan in California.
CACA is also considering an initiative that will require annual smog checks on gas powered lawnmowers.

Golf courses are very bad for the environment.
I laugh at my neighbor using a battery-powered weed whacker, he'll run it for 5 to 10 minutes and then have to recharge for using it the next day to complete the task. Meanwhile, my gasoline-powered weed whacker runs forever on a tank and does ten times as much work. Battery-powered garden tools suck. All my garden tools are gasoline-powered (chainsaws, hedge-trimmer, lawn edger, mower, weed whacker, rototiller, pressure-washer, etc.). Hint to other California users: I bleed off the ethanol before using the gasoline in my tools.

We call them the Blow and Go Hombres!
They park their loud pickups on the street and fire up their untuned gasoline powered leaf blowers.
Then, they blow the leaves off the walks,decks and yards into the street. Then, they leave the leafs in the street and head to their next Blow and go, 2 minute gig.
