You need to approval of Congress to declare a war. Nancy and her demons will not declare a war because they hate President Trump and America.
and then they will prove openly that they hate this country and will not protect it or its citizens.
Trump could always say he does not want war and a declaration would appear on his desk in about 2 minutes. The knee jerk reaction to oppose him would be automatic.
