Congress can’t “authorize” war. They can declare it, or not.

True. Only Congress can declare a war.

The President can recognize a war and act accordingly.

Would any President in the last 60 years if faced with incoming nuclear tipped missiles have been expected to convene an emergency session of Congress and await a formal declaration of war before responding?
