Russia and US could easily ratify a treaty between them that halves our respective strategic stockpiles. We could even achieve a reduction in total number of nukes, with a cap of 1,000 of any sort. And establish effective verification regimes.

The hard part would be getting the US to agree.

We have in the past. But don’t forget China, they’d love to fill the gap. As to reducing nukes, that’s ok, but the key, of course, is minimizing or eliminating MIRVs, since those are hair-trigger weapons.
