Probably got it on condition he’d freely talk whenever questioned or risk other charges. There’s no way they just started snooping in the lobbyists’ emails long after she left the job... and they were feeding the press and higher ups ...and the higher ups would be negligent in not inquiring how they came by someone else’s emails without a warrant.
