Withholding the impeachment from the Senate is all about the failing health of Ruth Bader Ginsburg. Nancy Pelosi will forward the paperwork to Mitch McConnell as Ginsburg lies dying and will then say Trump should not be allowed to nominate a replacement until after the trial.
