I think the point is that the vote is not enough in itself. It only happens when the articles are passed out of the House to the Senate. If Pelosi refuses to transmit, then the impeachment has not happened yet.
It’s the same as a bill dying in committee in the legislative process. Unless it is moved to the next step as required it dies and is of no force and effect.
Uh wrong it happens when the house votes yea on the articles. What happens after that is post-impeachment from nothing up to a trial
So here’s a question... does this vote bind a future congress? Can Nancy individually hold back this transmission until after the election? Does she hold this in her hip pocket and play it when RBG hangs up her black robe?
