What he said is very different from what's being reported (above) he said:
(he) found serious government surveillance abuses but no testamentary or documentary evidence of political bias on the part of the offending FBI officials and agents.
No 'testamentary evidence' means no one he asked would say they were biased.
No 'documentary evidence' means no one he asked would admit they were biased in writing.
He accepted their statements at face value and ignored their previous well-documented statements and all their actions to come to the conclusion he wanted.

In other words unless a murderer confesses to the murder, the fact that he’s standing over the body with a bloody knife is of no importance or consequence.
He also narrowed that to "the opening" of the investigation, and refused to include the FISA applications in the characterization.
