Limited stuff by the role he is tasked. He can only conclude based on documents and testimony. Short of a confession, he doesn’t deduce anything and that is how the IG template works.
But he shouldn’t draw a conclusion based on it because he doesn’t have all the facts nor the investigative ability.
It’s a game. He’s giving something to each side. That’s all he can give to the Rats. They are trying to run it into the end zone but they got tackled by Lindsey at the 20.
