I think that if Biden won all the states that Hillary won as well as PA though then the would be enough for Biden to win the election.

Nope.If he carries every state he carried in ‘16 *except* PA he'd still win.Of course if *that* happened the EV tally would be close enough that the effort to get recounts *and* the effort to convince “faithless electors” would be 10 times stronger than it was in ‘16

Nope. Trump won by 71 electoral votes so Biden would need to switch 36 votes. PA is only 20. Actually there were a net 3 faithless votes for Trump so Biden would only need 34, assuming no one defects.

I think that if Biden won all the states that Hillary won as well as PA though then the would be enough for Biden to win the election. He'd need more than that. Adding Pennsylvania to Hillary's total gives him 252. He needs 270 to win.
