So what! Aid is held up everyday, somewhere because a country isn't living up to agreements.

Furthermore, why is our tax money just given away willie-nilley to these countries who keep stabbing us in the back?

....top officials .... had blocked an effort to release a statement of support for ousted US Ambassador to Ukraine Marie Yovanovitch.

I read this as saying that people who were not top officials (career beauracrats, aka The Deep State) attempted to "officially" express support for someone the boss wanted gone, which would have been a public embarrassment.

CNN - White House officials -- including acting chief of staff Mick Mulvaney -- have said that one of the key reasons US security assistance to Ukraine was held up in July was because other countries in Europe were not providing enough assistance to Kiev. But Mark Sandy, a career Office of Management and Budget official, testified that the White House didn't ask for information about what other countries were contributing until months after the hold was in place, according to a transcript of his closed-door deposition released by House Democrats on Tuesday.

The White House did not ask its budget office for information about other countries contributing aid to Ukraine until September, according to the testimony of a career budget official, undercutting one of the arguments for freezing $400 million in security aid to Ukraine.

But it doesn't matter that the email came in September because Trump brought it up on the call with Zelensky in July, months before the email.

The existence of this "email" doesn't undercut anything. I swear some of these journalists are ignorant.
