The fact that they are not releasing the name is significant because it suggests this may be only the first of a string of dominos to fall.
In other words, by letting it leak that some unknown official is going down, they are putting other suspects on notice that this may be their last chance to cut a deal - before they get named as part of someone elses deal.
I think this is why these investigations take so long and rarely catch the big fish. They leak things, offer deals, let it percolate for awhile, hoping to reel in the big fish, but the big fish have better lawyers and advisors who know how to keep their direct involvement at arms length - they are protected by plausible deniability.
