no and unless it was good quality stainless steel it would rust and it would sink -not much good as a divider

No. It would have a reaction with the chlorine and rust if you did that. No one who knows anything about pool maintenance would ever have steel around. Aluminum for the ladder and diving board platforms but not steel.
