Starr knowingly made a half baked statement. He knew the media would only run with half of it. Seems he felt he wasn’t getting enough attention and tossed some red meat to the MSM.

Rush Limbaugh nearly gave me (and probably millions of his listeners) a heart attack earlier today when he misquoted Ken Starr (appearing on Fox News).
Limbaugh said (my paraphrase): "Ken Starr just said: "We are getting VERY close to the time where Senate Republicans are going to make that trek to the White House to tell President Trump to RESIGN."
Rush Limbaugh read the correct Ken Starr quote (above, thanks to july4thfreedomfoundation) later in his show. He apologized for the wrong quote. He also said Fox News had to issue some correction, clarifying Ken Starr's quote.
