There is no way out here.
Inevitably the Government, not the landlord, will determine who is a QUALIFIED renter.
You can bet your property that you won't be allowed to refuse a bad credit risk tenant if they are one of the "protected classes" (e.g. Black, Hispanic, Gay, Lesbian, Trans, Felons, "Undocumented", Democrat Community Activist, etc.)
In fact, requiring first and last month rent plus damage deposit will be ruled "unlawful discrimination" against these class members. So will any reference to a minimum credit score or other evidence of financial responsibility.
You will take in the first Section 8 tenant or newly released Sex Offender that shows up without objection, else you will be bankrupted by the ensuing legal harassments. Once they are in, you won't be able to evict them either.
And if bad tenants wreck your property then skip out on the rent, the Government does not really care. They want to eliminate private landlords anyway.
Nor does the Government really care if these policies make housing more expensive and less available. They want the serfs to live in Government-controlled housing and be completely dependent on the good will of the bureaucrats that run these facilities. Making housing more expensive and less available is a means to that end.
That depends on who is qualified to determine who is qualified. I suspect that a city Board will be installed to determine qualifications.
It’s an out until the city defines qualified.
