The increased flow demand will drop the pressure.
The lower pressure will reduce the flow to below where pilot lights stay on.
No pilot lights will cause a trickle of gas build up in structures.
Gas build up will cause structures to explode and burst into flame.
Gas can then be shut off to the destroyed structures.
This will increase the pressure available for surviving structures and residents.
Problem solved. Easy-peasy

I was thinking the other way. Do what Como demands and let the pressure drop to virtually nothing. Would be interesting to see the reaction.
