Outside the walls exists stark poverty and military police with automatic rifles.

I spent some time down there working with DEA on Operation Snow Cap. Strange country I guess sometime back in the 1960s the military attempted to take over the country.

They were put down by the national police (Umapar) in under a week. Since then the military has been a complete joke a bunch of guys walking around with flip flops, shorts and rusty old WW-II rifles.

The national police were extensively funded by the US government to help with the war on drugs. They had new everything gear wise and received training from US law enforcement and US Special Forces. My experience with the Umapar was quite good, we could trust them.
