Czeslaw Milosz used "ketman," a variant of the Persian word for Taqiyya, to describe the situation in Communist Poland. People not only didn't speak their own opinion. They went overboard in expressing the party line, while inwardly feeling contempt for it. They made every outer show of conformity, while not believing a word of it.

People are using Taqiyya to mean a subversive strategy of gaining power, while what Milosz and Merkel are talking about is more of survival strategy. Merkel wasn't saying she was working towards some goal that diverged from Communist orthodoxy, or that she loudly proclaimed the orthodoxy to hide her true opinion. I think she's saying that she kept quiet and went her own way without making noise about it.
