That would be based on some interpretation, as I understand it. Though I am no expert on this theological point, you could say that Russia already did - the Arab armies between 1948 and 1979 were backed by Russia and using Russian military equipment. In the War of Attrition the Israeli air force downed a large number of Egyptian MiG fighters that were actually flown by Russian pilots. It is one of the reasons why Carter was able to flip Egypt to the US sphere of influence, cut the peace deal, and ultimately it contributed to the fall of the USSR. If Russian jets flown by Russian pilots could lose so many dogfights against tiny Israel nobody wanted to buy the Russian gear.
On the other hand, you do have Russian troops in Syria, and Syria, Turkey, and Iran are installing Russian anti-aircraft equipment. So one never knows how things will play out.
