That is correct, any member can introduce a resolution which, without any voting, can be referred by the Speaker to a committee for investigation, eventual committee vote, and referral to the floor.

Apart from the naked political aspect of this business, there’s nothing illegal or even shady about it.

Close your eyes and picture it: Trump wins 55% of the popular vote, carries New York, California, every state but Vermont and half of Maine.
