They used to do this regularly. Now they are so far behind it would take a tremendous effort, and extreme cost.
But, they either ought to get started, or else put the lines underground.
Even if completion takes ten years, it would be worth it.
And like most Dem ideas, just kick the can down the road and fund political coffers with the encumbered money.

Suspend any laws necessary to get this done.
Make it profitable and the problem can take care of itself.
Where’s all these ILLEGALS AT ?!?!?! There should be enough of them around to trim all the trees in about 1 Day even with lunch and a siesta.
