That would be true if the deep state has an iron grip political control over all EU states. So, whether or not the EU grants an extension might be a litmus test of how much control over national governments the EU actually has, at least on the Continent.
Oh, I assumed this was a decision of the EU bureaucracy rather than directly of the member states per se.
