Short of sending pumpkin patrols around to see who has a pumpkin on their porch, how would they know? And even if they actually PAID someone to do that, then what?Also, are you required by law to retain a receipt as proof that you'd paid it? Is it illegal to display a pumpkin without said receipt attached?
