Sadly, it started with Reagan. His agreeing to an Amnesty in 1986 was the biggest mistake of his Presidency.

The amnesty of 1986 was Reagan’s fault and he later admitted it was the biggest mistake of his Presidency.
The intentional policy of non-enforcement did not start until the Bush League Republicans took over in 1989 and continued through the next four Presidents, 2 of each party.
