Not according to their history. WAS. Unification happened in the 90s and of course, MD happily adjusted the county lines so TP could go with the limo libs in the wealthier county.
I checked the county maps online. Part of TP east of New Hampshire is still in PG.
Just looked again. It appears that part of the Carole Highlands neighborhood and the Langley Park neighborhood, which both used to have “Takoma Park” mailing addresses, have now gone over to MontCo, as you suggested. The northeastern part of Carole Highlands appears now to be part of Chillum. Strange. Langley Park used to be called “Takoma-Langley” by the locals. That entire Carole Highlands development, which contains an elementary school and a water tower on Hannon St, was built by the same developer eastward from New Hampshire on either side of Erskine Street as one neighborhood, in the immediate post-WW2 years (bounded by 16th Ave and Drexel St), with the additional part going northeast to Riggs Road added by another devloper in the 1950s.
In that huge shopping sprawl on all four corners of University Blvd and New Hampshire Avenue, there are loads of Hispanic businesses and residents; and accg to Wikipedia, TakPk declared itself a sanctuary city long ago. East of New Hampshire and north of University is now Langley Park, and West of NH is now Takoma Park to the south and Silver Spring to the north of University Blvd.
