Probably catty a bit. It’s the syrupy, overly modulated, affected voice. Chelsea has it, too. Probably because Chelsea was trained by Ivanka at her charm school, or finishing school, or whatever school she had that Chelsea attended.
I know what you mean. I don’t dislike her, but Ivanka’s so over modulated she sounds robotic.
