you have to believe a conspiracy theory. Either there are extra-terrestrials snooping around and world governments are involved in a massive cover-up despite perceived rivalries, OR the government(s) is/are at least partially using a belief in UFOs to deflect inquiry into the existence of secret aircraft.
Your choices are based on a few assumptions (which probably or at least may not be correct):
(1) World governments are the only powerful folks around with high tech or the ability to cover it up...
(2) There are no factions within governments that could compartmentalized secret information or cover it up...
(3) (more controversial) There exists no alien technology to "impersonate" or "mimic" human appearance or behavior.
(4) (even more controversial) There exists no other alien technology that could assist a cover-up of information (locally or globally).
Bottom line--we humans don't know what we don't know...

Right, but there is a bit of discontinuity. A major plot element of the 3rd movie was the fact that the car needed to get to 88 MPH, and the gas tank had been punctured, so it couldn't be driven. Thus the need for the train to push it. I shouldn't expect consistency out of hollywood, but that's a big inconsistency.
The plot for III begins in 1955. Marty is using the 1985 DeLorean, not the 2015 Mr. Fusion DeLorean when he goes back to 1855 to save Doc Brown.

I still remember one guy who worked (and retired from Skunkworks and Area 51, stating whatever tech you saw on Star Trek? We have it. If Phasers are outlawed, only Klingons will have Phasers.
