Well, Dan Coates was given his walking papers in July and his official last day was August 15, three days after the “whistle blower” report was filed.
so it seems like it was Coates who authorized the chnages. if I’m not mistaken, Coates would have also had the same authority of the FBI and other intelligence angecies. Seems like the new DNI would also have the authority to reverse the changes,
