Actually, it’s from a joke Reagan himself told.
The American industrialist told his soviet counterpart that he could walk into Ronald Reagan’s office and tell him he didn’t like what he was doing.
“Oh, I can do that too!”
“Really! I can walk into Gorbachev’s office, bang my fist on his desk, and tell him I didn’t like what Reagan was doing.”
Probably several variations of the joke. Sounds like the kind of joke Reagan would tell.
