How did he not think it through? This is the entirety of what he said: "Wow, California’s ban on travel to Iowa’s really gonna hamstring Kamala Harris’s presidential campaign.... " No where did he state she would herself be banned from traveling there. But it is a major blow to her hopes of being able to compete there. Being an incumbent Senator representing the state that just banned travel to the state you are campaigning in is not exactly good for business. Obviously this will "hamstring" her - not that she is exactly doing gangbusters at the moment, though.
