As I told my congressman...You could always either a) appropriate money for the wall that you previously said MUST BE BUILT, or b) appropriate more money for construction on military bases.
Of course, what both of us are ignoring is that none of the money pulled for the wall was actually going to be used in this budget year for building anything and would have lapsed when the appropriation ended and would have had to be re-appropriated anyway.
All those projects are less important than keeping invaders out of our country.

Dad did tours at the Pentagon. He was Army but worked alongside a hawk eyed civilian DOD accountant. Money inside the Pentagon is very closely watched. People go to prison for screwing with it.
I like the cognitive dissonance of liberals screaming about this while simultaneously screaming that there is “no new Border Wall being built”.
The outrage about the new construction in a cactus reserve is icing on the cake.

The Wall takes priority.
So Trump greatly increases the military budget. The press complains. Then Trump uses some of the budget to build the wall. The press reverses position to complain that the military does not have enough money. So regardless of whether the military has more or less money, Trump is in the wrong. But Obama’s military budget was just fine.
