Most mob killings are like this - they want the body to be found and they want people to know they got away with it. The people doing it don't care what the general public thinks and do care about terrorizing potential victims. Making Epstein simply disappear would have been much easier, but it wouldn't have served as a warning. Will the FBI get to the bottom of this? No.

Given good enough odds - maybe 25 to one - I’d bet a few bucks that Epstein was still alive, and spirited away for “national security” reasons.
