Back in the early 1980’s I was counseling several gay men, and following the developing AIDS picture closely. I saw that 85% of the local arrested prostitutes were testing positive, and significant numbers of men who were being arrested. I urged the local government to test all they were imprisoning and to house the negatives away from the positives, and retest the negatives every 3 months, and supply condoms. None of this was done, and almost all prisoners were AIDS positive when finally released. This caused an expensive and serious problem in the black community especially as wives and girlfriends became positive and then children were born infected.
