Just declare it a public health emergency, and take everyone off the streets, put them in military housing and hospitals, etc., then steam clean and sterilize the streets left behind, and post up federal agents to prevent anyone from replacing them.

You don’t need to lock people up. There are laws nearly everywhere against loitering/sleeping/camping in public spaces. They aren’t enforced in California’s major cities. Trump could use them to force people to move, and then provide a place to move to, with drug addition and mental health services provided.
