They are shitholes. The reason so many business owners build in East Asia despite the added distance and transportation costs comes down to extreme labor strife in Latin America, out of control crime (murders, kidnappings, robberies) and unbelievable levels of payoffs needed just to operate. China has higher labor and land costs than Latin America (with the exception of Chile).

The reasons they are sh*tholes is because of their economies and their government corruption. The problem in our inner cities is a microcosm of the problems in these countries. This approach would change that dynamic dramatically. Most people just want to raise their families and have a decent life no matter where they live.
