I think it's at least partially in effect. I don't know if Republicans have been in complete control since it was enacted but I suspect not because if they had they would have repealed it completely.

This is Durham NH results (home of UNH), just one NH college town. Look at the same day registrations below (NH allows college students to declare domicile in NH on voting day) . Keep in mind that Trump lost NH by 2736 votes.
From the town of Durham website:

Actions have to have consequences. No one who would rather see HRC in the White House than someone who engages in (truthful) bro talk doesn’t belong in the Senate.

The reason for waiting so long on election night is they don't want to put in too many or too few extra votes. An over-vote makes it look like fraud and could cause an investigation. (It's also why the places where boxes are held back ARE the races that are closest) If you know the pattern it's easy to spot.

Democrats hold back ballot boxes on election night (ever wonder why some ballot boxes take 5 hours to count after the polls are closed?) then democrat poll workers 'vote the people who didn't show up to votes'.

Indeed just like in Ca but they hand out food booze and weed.
That's when she explained what little I know - that the box was being held back intentionally, that to add too many votes would be suspicious, and too few could trigger a recount... so we had to wait. She didn't say anything about coordination or meetings or anything like that... it was very matter of fact. This happened over 35 years ago and she's been dead for decades and I've been Republican forever now... so I can't go back and ask the questions I should have asked at the time.
I don't know to this day if what she said was accurate or not... but in retrospect it makes sense and I can see the pattern. She also said this was usually done in black precincts and that an ice pick was put over the chad spot and hit with a hammer. Then she cited a few examples where the wrong spot was hit for the second hit.. (You don't want that many cards punched with only one candidate 'voted for'... so you have to knock out a few other chad spots to make it look like a real person voted.)
Looking back I probably should have asked more questions. What she said was more than I wanted to know anyhow... . I had assumed the people at that precinct were just incompetent and I wanted to go to sleep so my suggestion to pick up the box and drop it off was innocent and logical...
I had heard rumors about voter fraud before so it wasn't a total surprise... when I was younger I played bridge with some kids in Chicago (1963 or '64) who had bragged about 'helping the people vote who were too busy to vote' or something like that... University of Chicago kids... don't remember any names... and who knows if they knew what they were talking about... but it was a similar thing.
For what it's worth I don't believe it was coordinate and I have no idea how fraud is done today or IF fraud is done today. But I do look for the pattern sometimes.(ballot boxes held back in tight races with razor sharp 'wins' going to democrats...
An easy way to have stopped this type of fraud would be to have a bonded courier pick up ballot boxes an hour or so after polls close and deliver them to the central location where they're counted.
For all I know ballots are sent over the internet now and none of this is an issue.

Maybe if the press showed an interest in finding the voter fraud, President Trump would have all the proof he needs.

Perhaps. But what they know for sure is that the Left in those States has the power to do whatever the hell it deems is necessary to control the outcome of elections.
