If this is a temporary holding place for those not yet convicted, I’m wondering why Nicholas Tartaglione was reported to be an inmate there?

I don't know. This is what Wiki says about it.

Was he recently convicted? Maybe he was awaiting transfer to a more permanent prison?

Tartaglione was assaulted at the Metropolitan Correctional Center in Manhattan, where he has been held since his arrest, on February 28, 2018 and his lawyer said he suffered a fractured eye-socket bone which needed reconstructive surgery.

Tartaglione Could Be the 1st Person Executed on Federal Crimes in New York Since 1953. This is after it was announced in March 2019 that prosecutors are seeking the death penalty against him.
