“She said the man seemed to keep his composure while walking down the hill towards police. “He didn’t seem angry, he didn’t seem crazy,” Belew said. “He was very cooperative and almost polite.”...”I think he had accomplished what he had set out to do by scaring people and causing panic.”
The El Paso guy was also very cooperative with police.
