Good that you brought that up. Under the circumstances (timing) and with the clothes he was wearing, I'm suspecting that he wants another anti-Second-Amendment law to keep the lowly peasants in line. But it's also possible, given the location, that he's simply retarded. Maybe his wife/cousin could fill us in.
