It’s street slang for “INvoluntary CELibate”, i.e. a young man who’s such a schlub that he can’t get any action.

Granted, the dating/social scene has become so skewed and screwed-up in recent years that it’s become easier and easier for somebody to wind up in that position....

After I retired from the military (2000), I got into a conversation with a young female airman who lived in the barracks. She was negative about her dating situation, and I said....well, you live in the co-ed barracks, there ought to be plenty of guys there. She just laughed. Around 40-percent of the guys were gamers, and had no social life. She laid out this lifestyle that they had, and I couldn’t believe all this time from Friday afternoon to Monday morning....being wasted on video games.

You look around today, this INCEL term is applied to a heck of a lot of young guys.

Lefties complaining about a problem they actually could fix. Just needs some egalitarian feminists, willing to abort any consequences, to start a “Hug an incel campaign.” Given the likely mix of volunteers the experience might otherwise traumatize them, but at least they’d no longer be incel.
